Breaking: Job Offer Points Reduced in Express Entry

In a significant policy shift, IRCC has announced a reduction in the Comprehensive Ranking System (CRS) points awarded for a valid job offer in the Express Entry system. This change, which takes effect immediately for all active profiles in the pool, reflects the government's evolving philosophy about what characteristics make for the best long-term immigrants — and signals that a job offer is no longer seen as the key differentiator it once was.

What Changed Previously, candidates with a valid job offer from a Canadian employer received either 50 or 200 additional CRS points, depending on the seniority of the position (NOC TEER 0 for senior management received 200 points; TEER 1, 2, and 3 positions received 50 points). Under the new framework, job offer points have been reduced across the board — senior management offers now carry 100 points, while other eligible positions carry 25 points.

The reduction applies retroactively to all active profiles in the Express Entry pool, meaning candidates who previously counted on job offer points to boost their score will see an immediate decrease in their CRS ranking.

Why IRCC Made This Change IRCC cited evidence that immigrants who entered Canada through category-based selection — based on skills and work experience rather than a specific job offer — tended to show better long-term labour market outcomes than those who entered primarily because of a job offer. Job offers can be rescinded, companies can downsize, and occupational demand shifts — factors that a job offer at time of application cannot reliably predict.

The government also noted concerns about fraudulent or low-wage job offers being used primarily to inflate CRS scores rather than represent genuine employment relationships.

Impact on Candidates in the Pool Candidates whose CRS score drops significantly due to this change may find themselves less competitive in upcoming draws. Those who relied on a job offer for 200 additional points and were borderline competitive will feel the impact most acutely.

Immigration advisors recommend that affected candidates review their profile holistically and identify other CRS improvement strategies, such as retaking language tests to achieve higher scores, completing additional education, or pursuing a provincial nomination.

Employers: What This Means For Canadian employers who have been using job offers as a tool to help valued workers obtain permanent residence, this change shifts the dynamic significantly. Employers may need to work more actively with provinces to secure provincial nominations for key staff — a process that, while slower, still provides a powerful 600-point CRS boost and remains unaffected by the federal change.

Employers are encouraged to consult with immigration professionals about alternative pathways, including the Labour Market Impact Assessment (LMIA) process and relevant PNP employer-driven streams.
