
Express Entry Overhaul 2026: What Candidates Need to Know

IRCC has announced a major proposal to restructure the Express Entry system from the ground up. This initiative, part of the 2026–2028 Forward Regulatory Plan, aims to merge the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP) into a single, unified economic immigration stream. A Unified Economic Stream

This merger is designed to eliminate duplication, simplify the application process, and allow IRCC to manage the entire pool of economic candidates through a more flexible, data-driven framework.
The 'High-Wage' Occupation Factor
One of the most controversial elements of the overhaul is the introduction of a new wage-based selection component. IRCC is exploring a model where candidates in occupations that pay above the national median wage for their respective TEER category would receive significant additional CRS points.
This shift reflects a growing policy focus on ensuring that economic immigrants are not only qualified but also likely to achieve high earnings and contribute significantly to the Canadian tax base immediately upon arrival.
Proposed Reductions to Existing CRS Factors
To balance the system, several current CRS components are being considered for reduction or elimination:
- Provincial/Territorial Nomination: Currently adding 600 points, this could be restructured or reduced in value.
- French Language Proficiency Bonus: The current 25–50 point bonus could be modified.
- Studies in Canada: Points for Canadian post-secondary education could be eliminated.
- Sibling in Canada: The 15-point bonus for having a sibling in Canada is also on the proposed removal list.
Enhanced Recognition for Skilled Trades
While some factors face reductions, skilled tradespeople may see enhancements. The skills transferability factor would be restructured to provide greater recognition for trade certifications, including the Red Seal Certificate of Qualification. This aligns with Canada's urgent need for construction and infrastructure workers to support housing affordability.
Timeline and Next Steps
IRCC plans to hold public and stakeholder consultations in Spring 2026. No firm implementation date has been set, and these changes remain proposals only. Regulatory amendments of this magnitude take time to draft, coordinate, and implement across IRCC's infrastructure.
